Despite a contraction in sales, the Tesla Model Y was again the best-selling battery-electric vehicle in Europe in August 2025.
The Model 3 increased sales but below market average.

However, Volkswagen remained the top-selling electric car brand in Europe and by extension also the top electric carmaker.
Three of the top-ten BEV cars were Volkswagens while a further two were from the Volkswagen Group (Skoda Elroq and Enyaq). Nine of the 25 top-selling electric car models in Europe in August 2025 were made by the Volkswagen Group.

Europe’s EV industry status is quite promising, if you ask me, but please do not take me as saying Europe has caught up with China. Categorically, it has not.

Chinese EV makers rely on the most efficient battery supply chain the world has ever seen, with prices as low as $50/kWh this year (though, likely to be slightly higher on average). According to a recent report by Transport & Environment, Europe’s battery prices this year stand at almost three times that amount, and by 2030 will only reach $75/kWh, meaning we could say Europe is now 5 years behind China regarding battery costs, and perhaps even more regarding materials supply chains. Europe battery prices forecast, as per T&E.
China has also entered a state of hyper-competition that the EU will simply not allow, meaning that it’s likely innovating faster and that pricing in the local market is far below export markets, so should the need arise, they can easily cut prices overseas. This also means that even if the nominal price is the same, the Chinese’s margin is higher, and European brands could be incentivized to extract the last penny out of their ICEV models instead of entering with less profitable EVs, even if that means ceding the electric market to the Chinese. You know, make a nice profit now even if the business model goes down the drain in a few years, and all that.

At last, cheap energy remains a critical input for industrial success, and Europe’s situation, though much improved since 2021, is still precarious. The region has somewhat freed itself from Russian gas dependency, but the cost has been significant, and the massive deployment of renewables (plus nuclear, if perhaps France can pull it off once again) required to forego the costly LNG has not fully materialized yet. Europe requires a massive amount of storage, of high-voltage lines to reduce curtailment, and of new solar and wind farms if it wants to get energy prices to a point where it can meaningfully compete with China. But even here, it seems that Southern Europe, thanks to abundant sun and massive solar deployment, has been able to keep energy prices under control, thus providing an industrial base not as affected by high costs.

I do not expect 2026 to be a year of strong competition from European brands, as they still need to ramp up and increase sales in local markets to abide by the EU’s emissions standards. But by 2027, they should be capable of bringing at least a fight to our shores, lest they end up ceding all initiative to the Chinese. Alternatively, they could rely on local production (as the Chinese are doing in Brazil) while importing batteries from China or purchasing local batteries from Chinese companies, something that should allow them to overcome one of their most important hurdles.

(I, for one, would love to see Renault’s plant in Colombia churning out affordable EVs).

What I do know is that European automakers, historically reliant on exports and sales in foreign markets, cannot afford to lose these to the Chinese, so they better start putting up some competition. Yet, it seems, there is still hope.

The car industry is demanding loopholes in the EU car CO[SUB]2[/SUB] law that would halve the bloc’s ambition of selling only zero-emission cars in 2035. That’s according to T&E analysis of a leaked position paper by the European car industry lobby ACEA. Carmakers are demanding more than 10 loopholes, including counting cars that run on alternative fuels as zero emissions. It also wants the EU to halt its efforts to properly count the pollution of plug-in hybrid cars.

The EU is under pressure from carmakers to weaken its car CO[SUB]2[/SUB] targets when it reviews the legislation this year. According to the ACEA paper seen by T&E, cars running on so-called carbon neutral fuels — possibly biofuels or e-fuels — would be counted as emitting 0 grams of CO[SUB]2[/SUB] per km. This loophole alone would cut the share of EV sales by 25% in 2035 as manufacturers could continue selling high volumes of highly polluting combustion engine cars.

Lucien Mathieu, cars director at T&E, said: “This position is a disgrace. It will completely undermine the investment certainty needed for Europe to catch up in the EV race. Turning the EU’s most important automotive regulation into a Swiss cheese will not restore the industry’s competitiveness. It is a cynical attempt to dismantle a central pillar of Europe’s climate law. If the Commission capitulates to these demands, it will only hand a further competitive advantage to Chinese automakers.”

ACEA’s demand to cancel the 2027 “utility factor” for plug-in hybrids would reduce electric car sales by 10%. Giving carmakers CO[SUB]2[/SUB] credits for scrapping old cars would reduce the ambition by a further 6%. Credits for CO[SUB]2[/SUB] reductions in car production and the use of certain technologies would reduce EV sales by 6%. Counting small EVs as more than one EV sale — with extra credit if made in Europe — would reduce ambition by 1%. Together the loopholes demanded by ACEA mean carmakers would just have to achieve a 52% EV market share in 2035.

ACEA’s list of demands comes as the EU Commission is under pressure from carmakers to speed up its review of the EU car CO[SUB]2[/SUB] law. Commission president Ursula von der Leyen has said that a legislative proposal will be published by the end of 2025.

Lucien Mathieu said: “Carmakers are, on the one hand, calling for a drastic acceleration of the review and, on the other, don’t have a clue about what they want. They ask for a shopping list of flexibilities and loopholes, but don’t allow any time for proper evaluation of these options. They want to go faster, but they don’t even know in what direction and don’t want people to have the time to even think about it. This is a recipe for disaster.”
